Converting PeG to a WW2 format based on the units in Panzer
General 2 is possible if a little strange. This package contains
a pretty good conversion. It also contains some utilities that
may be of interest to PG2 and PeG users who are not anxious to
install PeGWW2. You must have both games to make the conversion

Fred's People's General Equipment Editor lets you change
anything you want in the People's General equipment file, even
add and remove units. This is an alpha and any feedback as usual
is appreciated.

People's General Graphics Editor. Not very fancy but you can
look at the icons in PeG , extract them as standard Windows
bitmaps, change them and insert them back into the game file.

know how far I will continue work on the editor.

Pacific General
PaGPal is for Pacific General which is
now is available as a free download at the Underdogs. Some people
complain that the colors especially the brightness of the colors
is disappointing in Pacific General. Although they are different
than for Panzer General, they do not appear "bad" to
me. This may depend on the hardware and directx drivers that you
have. PaGPal will allow you to adjust the palettes used by
Pacific General so that you can brighten up the display and
improve contrast.

P2PCV is a DOS program that allows the conversion of Pacific
General maps to Panzer General 2 maps along with the generation
of the graphics files used by PG2. In order to make use of this
program you must have both PacGen and PG2. My PacMap program is
probably also necessary. Included in the archive is a
demonstration PG2 scenario (you need PacGen for this too).

UPAGSHP and PPAGSHP are programs that unpack the shp files in
shp.pfp and then repack them. Unpacking allows editing with
ShpEd. Repacking then will put the new images into the game.

making Pacific General maps.

PFPED is a WIN95 program to assist in editing the packed (pfp)
files for PacGen. Presently the program is able to extract and
replace txt, pal and shp files.

Panzer General 2
UPG2SHP and PPG2SHP are DOS programs to unpack and repack the
shp files for Panzer General 2 so that images can be edited with
ShpEd. Also in the archive are 2 useful PG2 palette files for
ShpEd.

Steel Panthers 2
Fred's Steel
Panthers Map Editor. Now see all the icons in a terrain file
and add them to the map with a simple click. This alpha version
0.06 will convert color coded bitmaps into SP2 maps. Contour maps
can also be saved as bmp/jpg files for easy viewing and printing.
The editor is aimed primarily at Steel Panthers 2 maps but works
with a few minor quirks with Steel Panthers 3 maps also. All
fields are available for editing individual hexes. There is a
routine to convert SP2 maps to SP3 format. This is not perfect
yet but probably is usable.

WAW Map alpha version 0.067 is a
supplemental map editor for Steel Panthers World at War. It is
not completely finished, but should be useful for making rough
maps to be polished up in SPWAW's editor and (for the brave)
adding custom features. You may also like the Copy/Paste feature
for moving parts of maps around. This is an adaptation of my
program FSPMap which can be used for Steel Panthers 2 and 3
compatible maps.

SPMapU is a small program that will show a contour map from a
Steel Panthers 2 or 3 map, save or scenario file. This could be
useful to scenario designers since when hills are erased,
frequently elevated areas, invisible as far as terrain appearance
is concerned, are left behind.

Fred's Steel
Panther Scenario Editor (FSPSEd) is the latest version (0.32)
of SP23Ed. It is an editor to help in design of Steel
Panthers 2 and 3 custom scenarios. Works with saved games and
scenarios for SP2 Versions 1.0 and 1.1, SP3 and SPWW2 Version
2.2. (See WAW Ed for SPWAW) Its major features are the rapid
statistical assignment of Experience, Morale, Rally and other
command skills and easy customization of unit weapons and most of
other stats. This package includes Tutorial and sample
scenario.This version allows editing SPWW2 2.2 files and includes
a hackers "dump" feature and hex editor.

SPILE (Steel Panthers Image List Editor)
and SPILC (Steel Panthers Image List Changer) are two programs
that help the user modify the graphics used by Steel Panthers I,
II, III,SPWW2 and SPWAW. By using these programs, you can change
the icon for the body and turret associated with the image number
in the OB files or add completely new graphics.

SP1TWW2 is a program that allows you to
more or less completely and automatically transfer scenarios from
the original Steel Panthers game to SP:WW2 (Version 2.2). This is
an alpha version of the program which I have tested on only two
scenarios but it worked very well. I invite you to try the
program and welcome your feedback. If there is enough interest I
will look into making a few improvements and at transferring
campaigns.

Steel Panthers World at War. This editor makes it a lot easier to
make a large number of changes than the standard editor.
Non-standard units can be made without changing the OOB files.

WW2 Ed is an adaptation of FSPS23Ed to
Steel Panthers World War 2 Version 3 (Use FSPS23Ed for earlier
versions). WW2 Ed will convert Version 2.x scenarios to Version
3. This editor makes it a lot easier to make a large number of
changes than the standard editor. Non-standard units can be made
without changing the OOB files. Current Version is 0.013

WW2 Map is an auxilary utility for
editing Steel Panthers World War II Version 3 maps. Its major use
now is probably converting SP2 and older SPWW2 maps to the new
format. Some other editing features are implimented at this point
and some are not.

WW2toWAW is a program to convert
scenarios from SPWW2 (Version 2.3) to SPWAW (Version 2.x).
Although there are som compatibility issues the program does
pretty well. You will also need WAW Map so that you can transfer
the maps.

OOB Dump is a program that allows you
to convert portions of SPWAW OOB files to CSV format that you can
load into a spreadsheet for more convenient editing and viewing.
Data saved from the spreadsheet in CSV format can be reloaded
into OOB Dump and saved in OOB format. You can also edit data
directly with OOB Dump. OOB Dump shows everything, even unused
parts of the OOB file.

Panzer General
These programs are designed to
work with the DOS version of Panzer General. They will not work
with the WIN95 or Mac versions.
NUPLed (WIN95) and the DOS program NUPLit are programs
that allow changing the New Unit Purchase List in Panzer General.
Designers of custom scenarios might find these programs useful
for adding otherwise unavailable units to the Purchase screen.

FPGE is a 32-bit DOS Panzer General scenario editor. Icons and
maps are drawn just as in PG. It includes all of the features
that you need to make just about any changes you want to an
existing scenario or build a new scenario from scratch. C source
code included.

PG2XMap and X2PGMap are two DOS utilities that allow transferring
maps between XWG Map and Panzer General (at least in so far as
they are compatible). Using XWG Map with FPGE should give a
fairly full featured editor for Panzer General scenarios.

Others
FROWED is an experimental program that lets you look at the
images in the demo version of Warhammer 40,000 Rites of War. This
looks like a pretty good game to me and I wanted to see if there
is any interest in an image editor. If there is sufficient
interest, especially if there are people who are willing to make
a donation if they like and use the final program, I will develop
FROWED so that you will be able to edit the images in the final
version of the game (unless unforeseen changes take place).

ShpEd makes standard bitmaps from SSI shp files so that you
can edit them. It also reconverts them to shp files so they can
be used in the games. Shp files are used in all of the 5-star
games except Allied General, in the Steel Panthers series, Panzer
General 2 and Age of Rifles. The latest version is 0.50
which now includes direct shp file to shp file transfers.

Shp DOS Utilities. Unshp will extract all of the images in a
shp file into Windows bmp format. Makshp will convert a series of
bmp files into a shp file. Hdshp is useful for fixing headers for
Steel Panthers files generated by Makshp. Version 0.3 handles
800x600 images, up to 5000 icons and fixes some bugs.

Fred's Record Viewer. FRV
is a 32-bit MS-Windows (tm) program designed to supplement a
standard hex editor, not replace it. It is designed mainly to
assist in viewing binary files with a regular structure. It has
minimal editing features. FRV shows files in two ways. As a two
dimensional structure, useful for viewing fixed length data
structures and as three dimensional structures good for viewing
maps. Several display options such as hexadecimal, decimal, or
mixed ASCII and hexadecimal are available. In addition, ranges
can be set to be displayed in a separate panel as ASCII text. To
help locate particular data, certain values or ranges can be
displayed in a highlighted mode. A calculator supporting both
hexadecimal and decimal input and results is included. Some
powerful search options and a color coded file visualization mode
are also available. For frequently viewed files, a configuration
file which will be loaded on startup containing standard settings
and field labels can be written. There are provisions made for
formatted output to the clipboard for importing into a text
editor. Data blocks can be saved and loaded in CSV format for
manipulation in spreadsheets. A limited file comparison function
is also available.

WIREd is an alpha release of a map/scenaro
editor for SSI's War in Russia (WIR) now being updated and
distributed by Matrix Games.
Because I am unfamiliar with the game, the editor may not be as
easy to use or as accurate as it should be but almost all of the
data in a scenario is accessible.
